"Women make up a very small proportion of the prison population—around 5%—and are often incarcerated for so-called 'survival' crimes, which are non-violent. They generally pose little risk to security and many are mothers—and often heads of families. With the extreme rigidity it imposes and the stigma it generates, is prison really the right place for them? Couldn't we focus on a better way to address female criminality?"
